The one observation that the old heads I worked with on some of this earlier in the fracas that holds as an iron truth is that Russia is always shambolic. They are always covering up and blame avoiding for people not doing their jobs or doing their jobs corruptly. They overcome that by treating their citizens, some of which are insanely intelligent, well-educated and well trained, as serfs. Everyone can equally go into the human wave attack.
