  20. If the various companies were publicly traded, they would be subject to SEC regulation. Because he's a DoD contractor he is subject to Federal Acquisiiton Regulation (FAR). Since the work he does is subject to security clearance measures, he is subject to the National Industrial Security Program (NISPOM) which does not like it if your CEO is talking to an adversary country's leader.
