Just to be 100% accurate those would be the land based leg of the triad. The SLBM are based in Georgia on the east coast and Washington on the west coast.

Russia is trying to build a buffer on the border so Ukraine can't attack into Russia proper or hit their logistics facilities because of someone in the US National Security community's or maybe the EU's bedwetting attempts to prevent escalation.
