  19. This is behind a paywall so I couldn't read the thing (yet). I will say the thesis is sound. Only by a demonstration of collective security based on international law and norms do you prevent rogue actors from naughty invasions. The first level of deterrence is 'its wrong to do that'. And if along the way, you scare the hell out of the rogue actor into thinking that they won't just be a pariah, they would be soundly defeated by superior western technology and the combined effects of our superior organization and training...well so much the better. The second level of deterrence is 'we'd lose all our stuff if we do that'. The third level of deterrence is 'if I do that, my regime will end and I'll end up like Qaddafi' but that's a bit too much to hope for at this stage.
