OPI isn’t applicable if the ball is caught within 1 yard of the LOS

It would be one thing if they immediately came together, discussed the illegal formation, and then threw the flag. But the fact that it took them a minute, with two separate huddles, to throw the flag and then make the call is egregious.

Thats just it! They DID come together. Determined it was not a penalty. Then were told otherwise by their higher powers.
