I believe she just might be referring to the “Punisher skull in a Trump wig” logos, which suggests they’re more about demonstrating fealty to Pig-King than they’re about serving or protecting the public.

Theres an episode in Daredevil where Punisher totally roasts his fans like thin blue line cops.  Its pretty great.
