A quick check on Zillow shows rents starting at $1500 for anything decent. I figure it's about par for the area. Especially since it's a tourist/college/military area with a lot of retirees.

Does the Salvation Army need special permission from that city's officials to make motel reservations now? It looks to me like a private agreement between a non profit and a business...

I think Dearborn and nearby localities are a bit unique. I'm including areas like West Bloomfield into the equation. Most of the immigrants to these localities are being bankrolled by families or other community members. For the most part they're set up with housing and a means of employment. Financing for their enterprises come from within the local community.
