Pretty much a wash. I suppose if the theory is that the losers are all big states then the winners would be disproportionally small states and maybe they run more red, but if you have to reach down to 2nd tier effects the whole effort is probably a waste of everyone's time - particularly the courts -- who have already ruled on this haven't they? This is a Chuck Edwards bill, and he introduced the same bill in 2024 also. Quote

Easy: all they have to do is specify excluding the counting of non-citizens only for certain states and count non-citizens for certain other states. They can also specify excluding non-citizens of certain countries (Americas ex-Canada; Middle East; most of Africa) while counting non-citizens from other countries (Canada, Europe, Russia/satellites, South Africa). Unfortunately that particular plan is no longer available. Fortunately Duke Pharmacy is in the system for the new plan. Just waiting around to see what the premiums are, otherwise out of pocket costs are still the same (knock on wood) Quote
