It basically says Red Bull did go over the cap limit.  It does not say by how much and just says a minor breach.  Aston Martin made some sort of mistake and both teams will be penalized somehow.  

 

According to their rules, a minor breach is less than 5% of budget.   Thus could be as much as $7.5m although I’d be surprised if it was that much.  Rumors have it being as small as $1-2M, which could still cover one or even two small upgrades last season.    No matter what it is they need to do a better job with transparency.

Is the FIA going to fine Red Bull for going over the cap?  That would be asinine and basically do nothing to deter teams from spending.  Ferrari, Merc, and RB would just continue spending whatever they want and pay the fines.

This off season they need to sit down and come up with better punishments.  There needs to be some sort of penalty on future development.  Or an extreme situation where there are possibly points penalties.

Red Bull's F1 cost cap breach was in four main areas

These included

Internal costs related to gardening leave and sick pay - $800k

Catering costs - $1.2 million

The other areas that pushed the team over the cap included the use of spare parts and a tax situation with UK authorities which meant the team went from $4 million under to $1.8 million over - a swing of about $5.8 million it is understood.

If this is going to be just a fine then every  team would be stupid not to go over the development cap by a few million and have their CFO launder it in the catering and gardening budgets.
