There is no reason I know of to assume a guy that achieves rank is a priori any more loyal a citizen or less corruptalbe than a good grunt. I would think the real issues are document distribution control/management as well as management and oversight of handlers of classified material at all levels, exacerbated by having too much stuff classified in the 1st place. Yeah, that reflects a lot of ignorance of how things get done. Network admins are way too powerful in the system where all the bosses are IT illiterate. Also, I spend a lot of time waiting for char women and other worker bees to move along while discussing things where i work. So, about the latter issue. Navigating all that stuff in a collaborative environment is a headache. The value of information was proven beyond any doubt by the timely provision of critical information to Ukraine about Russia's plans and intentions in the opening hours. The battle of Hostumel. The deployment of artillery to staunch that part of the attack was all because of our data fed and made part of dynamic targeting. However, if you reveal sources and methods to the guy who just wants to get back at his boss for being mean to him... well, facaccta.
