Late the game - Early in the 9th, Smoltz said he thought MN pitchers must be over 200 pitches and it just sort of hung there - either no-one was looking it up for him or they couldn't do the math. In theory at least, it would make sense if that rule were waived if the guy on 1st is running on the pitch, but in practice it would likely turn into an umpiring nightmare.
