Exactly, you must be correct. The pool report doesn't make sense in that respect. To me the only thing that could have taken time was to see whether Goff had crossed the goal line before the clock hit 0 (he hadn't). Because if he had scored with one second to go instead of after time had expired, then probably (unless there's a 10 second runoff?) an accepted penalty would have meant one more play from around the 15 yard line. But the pool report doesn't mention that. And the explanation on the TeSlaa call that "the offending player picked one of the defenders creating an opportunity..." is b.s. The opportunity was created by the one defender lined up with ASB abandoning ASB to go with TeSlaa instead.
