That would be the time when OTA stations (not networks) were also required to conduct community assessments. I.E. actually talk to community leaders, all community leaders, every 3-5 years and lay out a plan for Public Affairs programming. True, a large part of this was performative but stations were required to at least get a pulse of the community. Both radio and TV.
This was before they lifted restrictions on how many stations a company could own in a single market and how many markets they could be in.
