It's an empire with an emperor, just like it's always been - it just isn't hereditary (so far), and agriculture is run more as a sort of neo-feudel system rather than anything recognizable as a commune. Xi's frames of reference may his Leninist education in Russia, his model is more 15th Century Ming than 20th century Russia. Quote

I think a person can live an ordinary life in China today without much of the looking over their shoulder that you still get in Putin's Russia today - on the one condition that you stay out of politics other than play in the party.. That's why it strikes me as more like a return to a long held historical status quo than any kind of new 20th or 21st century paradigm. In all kinds of places if you own a middle class house you have a million dollar asset. I'm not sure of the exact break point but you probably have to add at least another zero to sniff the 1%.
