He is such a weird character. It's not exactly that he's lazy, it's not exactly that he has no stamina, it's not exactly that he  has no tenacity, it's that the only things he reserves those qualities for - the ones you need to get things done - are his personal perqs and getting revenge. So any economic or political policy, no matter how deeply you think he is dedicated to it, turns out to be not so much. As soon at it become the long hard slog that doing any real policy work requires, he shrugs, takes his half a loaf (or less) and goes back to nursing his grudges full time.
