They need to issue several hundred additional ICC warrants to anyone in the Russian command structure, from top-to-bottom, that did nothing to stop these war crimes... including bombing hospitals and civilian residential areas... so all air force and artillery command as well as ground forces commanders for the murder, rape and kidnapping crimes:

Those people are not leaving Russia or other pro-Russian countries.

Does that apply to Ukraine too?

Video footage has since been published suggesting that Ukrainian troops may have executed surrendering Russian officers in the town of Makiivka. Back in 2019, the International Criminal Court (ICC) determined that Ukrainian forces committed possible war crimes against Russian soldiers in eastern Ukraine.

It is now Ukrainian military's turn to be accused of war crimes. Admittedly, on a lesser scale and seriousness than those of which the Russian forces occupying Ukrainian territory have been accused. But several videos circulating on social media since March 27, filmed by Ukrainian soldiers, show them inflicting wounds on and executing Russian prisoners of war. In a video filmed near a hangar, soldiers shot at point-blank range into the legs of three servicemen with their hands tied behind their backs, wearing the white armband identifying Russian forces.

Security reasons.

Putin doesn't want to be assassinated on the tarmac and secondarily, also doesn't want Xi to end up as a secondary target for assassination.

Wouldn't be a good look for them.
